Re-install folder permissions

  I have a partitioned hard drive with Windows XP
installed on one partition. When I reinstalled Windows,
all my folders that were declared private on the previous
installation are no longer accessable, even though I am
still the administrator.
  How do I change or reset the folder permissions on my
currrent installation.
