More information about your configuration would be helpful (especially since
you provided absolutely none). Also, are you using XP Home or Pro? What
happens when you try to "restart" the Internet Connection Firewall?
However,
Go to Administrative Tools\Services. Find "Internet Connection Firewall
(ICF) / Internet Connection Sharing (ICS)". For XP Home, it should be set
to "Manual"; for Pro, set it to "Automatic" (although Manual should work).
Go to the Log On tab and set it to log on as the Local System Account.
These are the default settings. Then go back to the Connection
Properties\Advanced Tab and try to enable it.
