can't log on to Administrator account

I can't log on to administrator account after typing
cntrl+alt+delete on welcome screen. I get error message
saying can't log on due to account restriction. As of
now I can only log on from safe mode. Is this normal?
Administrator is password protected. Xp service pack 1.
