Can anyone tell me what this program is or does?

I get viral activity as recognized by Norton System Works
2002... This program is in the Windows system32 folder and
it's called tftp.exe. This program creates files with the
same name which are recognized as virus by norton. Can
anyone tell me what it is / what it's supposed to do? &
why can't I erase the file?
It keeps regenerating after every effort to move it to my
recycle bin.
