error message

I was trying to download a file and two time I received an
error message that says, 'HTTP Error 403 - Forbidden
Internet Explorer'. And that I am 'Not Authorized To View
This Page'. Does anyone know how to resolve this
problem? I am wondering if my firewall is causing this or
if I have my security set too high.
