You do not want the comatws template if you do not what to give
the users Power Users membership, as this template essentially
makes Users members equivalent to the old Users of W2k, which
is close to the current power users.
You likely only need to tweak the NTFS permissions on the install
dirs of the applications, possible the perms on registry keys of the app
