Depending on the spyware/adware in question, the entries it might write may
be in that users profile (their set of registry values and such) only -
meaning unless that user is the active one when the application in question
is running, that entry may not exist for the anti-spyware application to
find.

In general, the big nasties are handled quite well, because they want to be
active for every user and do not make themselves so "user specific".

If you just mean you have to install it for each user, this is not true.
You may have to run it for each user, but if you put the shortcuts in the
ALL USERS profile (if they are not already there), then any user will see it
and be able to use it.
