batch file edit problem

I noticed recently (within the last month or so) that I
can no longer edit batch files. If I create a batch file
in notepad, run it, then attempt to edit it, I cannot
save the changes.

ERROR: "Cannot create the <filename> file. Make sure
that the path and filename are correct."

Instead I get the Save As dialog. The file is not read-
only, it's on my local drive, I have admin priveledges, I
tried in various folders (desktop, root of c), tried as
multiple users and on a win2k machine with same results.
If I do not run the batch file first, it remains
editable. Also, after I run it, I cannot delete it.

ERROR: "Cannot delet <filename>: It is being used by
another person or program. Close any programs that might
be using the file and try again." (same on the 2k
machine)

What's going on here???
