User Accounts & Shut down

To whom it may concern:
I have Windows XP Professional
2 questions...
1.
User Accounts: When I click on "Change the way users log
on and off" The following window appears "Client services
for NetWare has disabled the Welcome screen and Fast User
Switching. To restore these features, you must uninstal
Client Services for NetWare."
I found this driver in the Windows/Systems32 folder.
Should I delete it (NetWare.drv)? And can I uninstall it
through the Uninstall Program? It does not show up there.
2.
When I shut down my computer I have to wait for the
computer to shut down and then up pops a window that
says: "It is now safe to turn off your computer."
How can I bypass this step so when I shut down my
computer, it does it thing and then shuts down.
