Oh but you are scaring me . . .

IIRC MS has offered to established software vendors
that the update mechanisms they are developing will
host delivery of third-party updates. But that means
the updates pass normal logo certification and quality
assurance tests and are then hosted on THE windows
update catalog.

Since you are specifically speaking of mobile devices
it seems you should be asking in one of the NGs that
support mobile usages.
