The welcome screen is the one where you have your username and a picture on its left, with an arrow that you can click to log in. When you have more than one user account in a machine it is where windows Xp stops. If press CTRL-ALT-DEL(2x), pressing the delete key twice without releaseng the first two keys, a pop up dialog box shoul appear and let you change the user name to administrator and go ahead.
