Might a group policy be what you are looking for?
- Run gpedit.msc.
- Navigate to the following node:
Computer Configuration
Windows Settings
Software Restriction Policies
Additional Rules
- Right-click in the rightside pane and add a new path restriction rule.
If you want them to be able to run only a few select programs, change
the path rule for *.exe (to change from Unrestricted to Disallowed) and
then list rules for which programs they can run.
I've never tried this. Only remember seeing this policy in the Group
Policy Editor.
