Password Protect XP

Is there a way to make XP Home password protected without using the screensaver or having a user setup with a password The reason I am asking this I have a person who wants to not login each time they reboot the system just once a week to have the system password protected so she can keep a program running when she goes to work. Question with the screen saver option if you use CTRL-ALT-DEL won't that allow you to shut off that option?
