Most likely it is an unsecured site.The advanced tab in
internet options there is a box under security which will
give you a popup message when going from a secure site to
an unsecured one.
"Warn if changing between secure and nonsecure mode"

Unless you are doing some type of banking or online
purchasing the padlock will not be displayed.
