Locking individual user desktop icons

I am looking for a way to lock down and protect desktop
icons for specific users. Is there a way of protecting the
user profiles so as to control who has access to a
particular icon and that only the administrator would have
the ability to change these settings. If I go and
customize the desktop, it applies to all and anyone can go
in an change the setting.
