Disabling "Forgotten Password Wizard"

Is there some way to disable to forgotten password
wizard? That poses a security risk to networks and we
don't want users to be able to have this ability. Is
there a registry entry that needs to be
changed/added/removed or a file that can be deleted to
get rid of this? Thanks.
