What version of Windows XP are you using?

If you have XP Professional, try using Group Policy Editor. There may be some options in there to set it for one particular user. Also try setting the other accounts as Limited Accounts instead of Computer Administrator.

Note: Windows XP Home Edition does not have Group Policy Editor
