winxp Make installed software available to all local users

searching for this is impossible, though I'll bet it's
already been asked and answered bzillions of times.
here goes.
- WinXP-Pro
- one PC, several user accounts.
- admin installs new program (Nero Burning Rom that came
with new cd-burner)
- but no other user than admin can use it!
Q: how do I make the new installed software program
available to all users so each one can burn his own
CD's without bothering the admin?
