Admin Rights

There are a number of things that I'd like my end users to
be able to do but don't want to grant Full Admin rights.
Is there a work around for this? Here's an example:
You must be logged on to your computer with an
administrator account in order to enable the firewall.
We need the to create a new Dial-in account because we
acquired a new RAS Server, but we also want the firewall
enabled. Apparently you have to be an Admin to enable the
firewall. This really gets frustrating.
