A "Limited" account with it's default permissions/priviledges is not suppose to block access to the network.

So, since all "Limited" accounts have this issue, either the host Internet connection settings are misconfigured or somewhere in your network there's a misconfiguration. Are there any error messages? Can the "Limited" accounts even open IE? Do you have a firewall blocking outbound connections?
It could be related to a "Browser Helper Object" (BHO):
"... Additionally, you logged on to the computer with a limited user account. The BHO tries to modify certain system files and Windows Registry entries that require administrative credentials to access. As a result, when the BHO cannot access these files and registry entries, Internet Explorer stops abruptly."
