Problem changing local security policy...

We have an XP machine in our organization that I want to access via Remote
Desktop Protocol (Terminal Services). The default security policy for
allowing access to this machine using Terminal Services is for admins only.
I logged on to this machine as the administrator, went into the locall
security policy to add a different user to this particular setting - as we
want a non-admin user to be able to access the machine. However, when I add
the new user and click 'OK', I get an error mesage stating "Failed to save
local policy database" - and the changes are not saved.

What is going on that I cannot modify the local security policy?
