Administrator cannot run System Restore

Hi guys,

What will I do with this error.

I login as local administrator & run System Restore..I
got this error message:
"You do not have sufficient security privileges to
restore your system. Please contact your administrator,
or logout and login as an administrator and try again."

I've done it while in safe mode, but still it wont let me
run.

HELP!
