User Profile

I have lost my ability to log on as the
original "Administrator".
I have established a new "User Profile " and labeled it
as Administrator but I getthe following error message
when I try to download from the internet:

"You are not authorized to view this page
You might not have permission to view this directory or
page using the credentials you supplied.
HTTP Error 403 - Forbidden Internet Explorer"
 
and get this message when I try to open Outlook Express:

"Your server has unexpectedly terminated the connection.
Possible causes for this include server problems, network
problems, or a long period of inactivity.
Account: 'Earthlink', Server: 'mail.earthlink.net',
Protocol: POP3, Port: 110, Secure(SSL): No, Error Number:
0x800CCC0F"

Everything else is working well on the computer.
What can I do to get my original "Credentials" back?
