    Click Start, Run and enter GPEDIT.MSC Note: In a non-domain environment, changes made in GPEDIT will apply to all users of the machine.

    You may want to check out www.dougknox.com, Win XP Utilities, Windows XP Security Console for a utility that will allow you to apply a good number of the Group Policy Settings on a per user basis.
