That's decent advice MAP gave, and I hope it works. But(t):

I use Norton, and like it, but Norton has problems they don't understand,
regardless of what they say and the instuctions they give out. I've used
Systemworks from win98 to winXP Home/winXP Pro, and none of them ran as well
as any well-written application should. With XP, both Home and Pro, there
seems to actually be a sequence of app loads during boots that is actually
the culprit! It's not uncommon for me to boot up, notice Autoprotect is
disabled, do a Restart, and then go merrily along on my way. Probably 25%
of the time, it takes more than a Restart though.
   Autoprotect will also occasionally turn off on its own, for no apparent
reason. A Restart also fixes that. NO, it is NOT a worm, virus, trojan,
bad download, timing problem, etc etc etc. that is causing the problem.

   Unfortunately I don't know what IS causing the problem, but I advise
ANYONE who uses Norton AV to keep an eye on their icon in the time tray to
be sure it's turned on.

   Don't try to help me, I'm not troubleshooting it further at the moment
and already have too many hours invested. I only mention my experience in
case it trips a memory for someone that might shed light on the actual
problem. I'm fully convinced that no one at Norton who talks to the public
has any idea what the problem actually is, and a few of them are even aware
of that. Apparently there's quite a disconnect between "engineering" and
tech support dpts.
   The best reason for the problems that I've heard on the phone with
Symantec is that Norton gets involved "deep into the system" and sometimes
that's so complex that it gets messed up! Don't ya just love first line
support?
