Can Not Select Folder Properties

I am the security administrator on my pentium 4, Windows XP Pro, with full
NTFS drives machine.

I cant not view the properties or sharing and security on any of my folders.
I can do everything else with th contents of the folder but I can't see or
change the properties of any of my folders. I'm sure it is a security or
sharing problem!

What must I do to regain control over the folders?
