local users and groups access?

If I open the "Computer Management" mmc and
select "action" and "Connect to another computer". I do
not have access to the "local users and groups" on this
one Windows XP computer. I can see it but when I try to
connect is says Access enied. How did they lock me out?
Is it local security? Can it be overridden? by Group
Policy?

Any help would be appreciated.
