go to start/run, in Pro, and type:

control userpasswords2

The difference is probably defined by the checkbox for:
"Require users to press Ctrl-Alt-Delete"
although I admit I haven't tested all permutations of this.

The above part of that post may apply. Although, with Fast User Switching enabled, it shouldn't.
