How to restrict accessing the program groups and short cuts

Hi All

Carrently, I have many programs installed on my
XP computer. There 2 users as administrators.
Now I want to add a new user (for example Bob).
I want to set so that he can only open 2 program
groups (CorelDraw and Corel Ventura). When he
click "All programs", only those 2 groups appear.

Could anyone show me the steps of giving him
permission to the two program groups and
protecting other groups and short cuts from
him.
