Control panel won't start up in SAFE MODE

Subject line says it all: When I boot my XP computer in
safe mode, and try to start up control panel nothing starts
up. I get no menu, no icons, nothing.
I am logged in as a user with Admin priviledges. I
If I boot up normally, and log in as the same user, I can
access control panel normally.
I am running Windows XP Home Edition.

Any help/ideas are appreciated.
