Password protect web connection

Everytime we turn around my kids are conversing using
messangers or otherwise using my internet connection. We
would like to limit this activity by password protecting
the internet connection from their compter.
The kids computer is connected to mine by lan. The dial up
is on my computer. Can I set things up so the kids can use
their computer without a password and only be prompted
when they request an internet connection through mine?
Idealy, my computer would not require a password to
connect so I wouldn't be bothered each time I connect.
I've never used any security on any of my systems so I'm
pretty ignorant. Please be as detailed as possible in your
directions.
