Internet Explorer Restrictions

I have recently had to reinstall XP. I'm the only user
account and therefore the Administrator, but when I try
to go into Internet Options in Explorer, I receive a
message "This operation has been cancelled due to
restrictions in effect on this computer. Please contact
your system adminstrator." I don't know what I need to do.
