Angie,

You have 2 different problems here. 1 is related to your keyboard, and the error that you're seeing in the BIOS event log. This is not related to your error message that you're getting once you're in Windows.

Additionally, starting a new thread for the same issue makes it more difficult to help you, since all of the original information isn't available in the thread. Such as when the error occurs. Now I have to go find the original thread..................

Ok, the error you got was during Windows setup, and from what I can see so far, its not occurring again. And it is not related to the hardware problem that you're having.

The issue with the Press <DEL> to continue is a hardware issue, either your keyboard or your motherboard. It is NOT a Windows issue. If your computer is under warranty, you need to arrange for Dell to fix it. If possible, ask them if its ok to remove the hard disk, as one of the first things they'll do is put it back to factory condition to eliminate software problems as the issue.

Thanks for sticking with me on this!  Here's where I'm at 
today.  I don't have the folder named Windows\System32
\dllcache.  I think my folder named C:\5664e53314a523a is 
the dll cache.  Just about everything is this folder has 
the dll extension.  Not sure?  With that said, downloaded 
MDAC 2.8 like Torgeir suggested and this is what it gave 
me.
C:\5664e53314a523a = version 2.71.9030.0 (I beleive this 
is the dll cache)
C:\Windows\System32 = version 2.80.1022.0 (this one 
changed when I downloaded MDAC 2.8)
C:\WINDOWS\ServicePackFiles\i386 = version 2.71.9030.0
Rebooted and still had the problem.  Went on to replace 
the version in Sys32 to make it 2.71.9030.0.  Kept my 
fingers crossed, and rebooted.  Same problem.  Ugh!  It 
definitely is something with the BIOS.  I downloaded an 
updated version of the BIOS, didn't cure it.  Then, I 
went into the event log in the BIOS and noticed this 
error: "Pre-boot error, Keyboard not functional".  Got on 
the phone with Dell tech support.  They were clueless.  
They asked questions like "is the keyboard plugged in?"  
Tried to explain the problem was much deeper in the BIOS, 
but to no avail.  We went through and checked all the 
system settings, all is set correctly.  So, I'm back at 
square one.  With that said, here is what the screen says 
when I boot up the pc, but BEFORE Windows will start:

2.71.9042.0 is the verson I have on my machine. What you 
can do, is rename the copy that's in the Windows\System32 
folder, or copy it to another folder for backup, then 
replace it with the version 2.71.9030.0 file that's in 
the ServicePackFiles folder.  See if this resolves your

a call being made to a DLL that doesn't have the function 
that's being called.

You should also check for the presence of a copy in the 
Windows\System32\dllcache folder.  Dllcache is a hidden 
folder, but you can get to it by typing 
C:\Windows\System32\dllcache in Explorer's address bar.
I do not have this file in the dllcache folder, only in 
the System32 folder (and in the ServicePackFiles\i386 
folder).
