How to allow user accounts to access broadband connection

Hi there
I'm seeking assistance on how to allow my user account to
have acces to my internet broadband connection. When I
migrated from Windos 98 to XP there was only one user
(mine) however reading through, Microsoft recommends NOT
to use the administration account but to create a USER
account especially when using the Internet so in the
event of anyone hacking into the computer they can not
modify or damage the system files. The problem is when I
create a user account, IT does not access to the
broadband service only to a dial-up account previously
created. I was told by my ISP that I have to log in as
the administrator and give my newly created user account
the "rights" to use the broadband connection and other
facilities like printers BUT I can not find anywhere HOW
I can do this. Can you please assist?? Much appreciated.
