POP UPS even when not on the internet

Try this: Start, control panel, administrative tools,
and doubleclick the "services" icon. Scroll down to the
entry that is called "Messenger," right click it and
select properties. About half-way down the page, you'll
see "startup type." Select "disabled" and click
apply/ok. This should do the trick. Works beautifully
for me.
