Users not able to open internet explorer

Hi,
I have a desktop with Win XP and i am the administrator. I
have 2 limited accounts. If i log in as administrator, i
am able to open any applications, where as if i log in as
any limited account user i am not able to open internet
explorer or similar applications. If i change the accounts
to administrator accounts, i am able to open the
applications. I also tried removing the accounts and then
creating them again but it doesnt work.....please help..
