Tony, its possible that a Registry restriction has been put in place on your system. Click Start, Run and enter REGEDIT Go to:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

Look in the right pane for a value called NoSecurityTab. If it exists, its value should be 0 (zero). If not, double click it and change it. If the value doesn't exist, right click in the right pane and select New, DWord value and name it NoSecurityTab. Leave it at 0.

You may also want to check for this setting in the same branch, but in HKEY_LOCAL_MACHINE
