If you're running XP Pro, than the easiest thing to do is create a new user
group for your users and then decide what they can and cannot do via the
Group Policy Editor (gpedit.mmc)
If you're running XP Home. than you do not have access to the Group Policy
Editor, but a great many of the same settings can be changed in Home via the
registry. This site http://www.j79zlr.com/gphome.php has a good list.
If your users do not have to run any software that requires any sort of
administrator rights, than setting them all to Limited Accounts via the
"users" section of the control panel might be a simpler solution.
