You most quick route will be to restore the old W2k system
to bootability from a complete, recent backup.
You are dealing with lost cert/key from the encrypting account
and version changes from W2k to XP. Getting past the first one
will be the hard part.
Do you have any recent backup of the old system ?
If not one that can restore the old to bootability, then one that
at least includes the profile of the old encypting account?
Setting up a DRA, to be of any use in your situation, would
have had to be done before the files were last touched and
reencrypted. Even then, that decryption key would have been
lost just as the encrypting account's has been - if you did not
export them.
