One used to be able to do this by placing what all accounts
should have in the .\favorites of the All Users profile, and
this would then be merged with the per-user favorites.
This seems to no longer work this way, and I know of no
other way to accomplish this.
There may be a way, but I do not know of it, perhaps an IE
registry setting (?). You may want to ask in an IE newgroup.
