that is strange indeed ... I guess that the issue is due to a reg key or
file/directory for which you (?) have changed the NTFS permissions .. and
are no longer accessible. check out what IE tries to read/write with regmon
and filemon (www.sysinternals.com)
You may also want to give our NeoExec (see below) a try.
