Administrative rights - letting others load and use programs

I am the only administrator on XP Home. I want to enable
the other limited users to be able to load programs, or
to let me load them and then have them be able to use
them. Now, I'm finding that XP will not let anyone load
a program unless I am signed in. That's OK, but once the
program is loaded, no one can use it unless I log them
in. This is a big problem. How can I fix it without
making everyone an Administrator, which I'd like to
avoid. Thanks.
