You don't say if you're running Home or Pro. If you're running Home, you cannot enable the Administrator account on the Welcome Screen. Well, you can, but it won't let you log in. You can only access the built in Administrator account in Safe Mode for XP Home.

It sounds as if you set up a second account, called Administrator, when you installed XP. If this is the case, then the system has no choice but to modify the folder structure for the built in Administrator account. Many of the files and folders are created the first time the account is logged into, not when the account is created.
