userinit.exe fails to initialize...no users allowed

OK, so here's the situation. I was trying to get deep
into customizing my folders, etc, so that certain users
could operate specific programs and see specific
folders. Now, in trying to specify which folder I wanted
them to see, I think I made a mistake and now I can't get
any users to log on besides the admins because according
to my event log, "Application popup: userinit.exe -
Application Error : The application failed to initialize
properly (0xc0000142). Click on OK to terminate the
application." Then the screen goes to the desktop, but
nothing else displays but the desktop picture. This
problem came about after I went into the security
settings of my C: and went into the specific subfolders I
wanted to hide, went into their security settings under
properties, went to advanced, added a special option that
DENIED TRAVERSING and tried that. After that, the
computer went HAYWIRE. Now, no users can log on. I don't
know what the problem is, and how to fix it. I think it
might have to do with the "inheret parent permissions
into child etc." that I dwiddled with, but now I don't
know what is supposed to be selected where because I've
tried everything to get it right and commpleted screwed
it up. Please help. Thanks.
