When policies are unavailable it is because they have been set from Active Directory.
You should bring this to the attention of those running the domain infrastructure.
It is not at all uncommon for us to need to handle mobil machines differently.

Your options are disjoin from the domain, or get them to alter how the domain is
defined for mobil clients.
