You are correct - sorta.
It says:
"You can back up your data to a file on a storage device. A storage device
can be a hard disk, a Zip disk, or any type of removable or nonremovable
media to which you can save a file. This option is always available."
You cannot "save a file" to a CD-R/CD-RW using file->save. Not with default
Windows XP and no third party apps installed. You can copy a file to a
"holding area" and then tell XP to "Write those files to CD". But you
cannot "save a file" to a CD using just Windows XP.
I know - picky wording, but accurate. This is why you cannot backup to
CD/CD-RW using native Windows XP tools. Also, just because built in help
and support "infers" it, does not mean the current and updated help and
support (the web page) can't explain it away. *grin*
