Close, but not quite. This account is created by the Help and Support
Center. It was designed for use in the Help and Support Center when using
visitng Microsoft Support. I don't know if they actually make use of it
though. If they do use it, it is automatically enabled by the HSC when
needed and immediately disabled when the session is done. If you never use
HSC's online MS support option it will never get used.
By default it is created with the absoulte minimum of priveleges, as you
have noticed.
