How do I give rights to folders and files?

I setup a user with Power User rights on a PC running
Windows XP professional. When I edit an existing Word file
(Ver. 10.5815.4219 SP-2)and then try to save it, I get the
message, "This file is read-only.". The only way I can
edit and save the document is to change the file name or
give the user Administrator rights. I'd rather not do
either. I've seen this on more than one Windows XP PC.
Also, I've applied all patches and service packs for
Windows, Office and Word.
I would appreciate any help in this matter.
