Assigning Individual User Rights

Is it possible to assign different users on the same
computer running XP different User Rights? I would like
to make it so that guests have no right to use the control
panel and possibly some other items, while still
maintaining the right as the administrator to use it.
When I go into the console it has the individual rights
area all blocked and you can only change these attributes
system wide.
For your information the part of the console that I am
using is the Resultant Set of Policy for each individual
user.
Hopefully you could let me know how to do this in groups,
or at least individually.
