unable to load anti virus or firewall software

Every time I try to install a firewall or update
antivirus software, I get the following message:

Restrictions
 "This operation has been cancelled due to restrictions
in effect on this computer. Please contact your system
administrator."

HELP

I am running windows xp professional. This machine
originally had windows ME
